There are many factors for the slow performance of the pen drives. I am trying here to explain with solutions.

Data transfer rate depends on types of files that you are transferring. Files like Songs, Docs, Videos can be transferred quickly.

1. Always Select NTFS File System
We are changing the file system to NTFS because FAT 32 can not handle large files(more than 4GB) data.
2. Changing Device Policy
Under pen drive properties tab click on hardware select your USB device and click on Properties a new window should pop up in that window click on change Settings.

Suggestion: After changing the device policy and check on better performance then you must always eject your pen drive only after clicking on safely remove your USB option in task bar and it is always recommended to remove the pen drive from USB port when it is not in use.
